[Franklin Seaver] Pratt, then serving as Registrar of Public Accounts, apparently an English translation of an attached two-page manuscript letter, this in Hawaiian, also signed John Kapina and F.S. Pratt, a third letter, also in Hawaiian and on Department of Finance letterhead and signed Kapina, typical folds, but a scarce group.
