1877: Liberty Head, 20 c. blue, bisect, used on cover from Panama to Popayàn (capital city of the Department of Cauca Colombia), dated 11 September 1878, tied by 'PANAMA' oval in blue-black, dated one week after the enforcement of Law No.7; the use of Colombia postage was because the Sovereign State of Panama stamps were not valid; has reinforced tears running vertically down cover from stamp, although not affecting adhesive and two vertical filing creases well clear of stamp, a rare and unique example of Colombian postage bisected and used from Panama sent to a province of Colombia.
