(Nov) Wellington DLO 'RETURNED LETTER' Envelope with 'TO PAY/("4/-")' h/s & excellent franking of Postage Dues 3d orange-brown SG D44 block of 16 (Cat £400++ x6+ on cover) affixed to the reverse & tied by 'UPPER SYMONDS STREET/POSTMEN'S BRANCH' cds, unusually for a local letter with 'Opened and passed by Censor' tape & Censor #2 cachet in violet, minor wrinkles. A remarkable early wartime cover.
