Negative circular seal frank handstamp on cover to New York, "with pr St. "Caroline Mills"" ship endorsement and red "affranchie", "Cap-Haitien, Haiti, 8 Mars" cds and reverse with 1889 New York receiver, Very Fine, this was an emergency measure during the Rebellion of 1889 which resulted in a shortage of postage stamps, some 30 cover are known with this Cap Haitien frank.
