1891 (Jan 8) Hong Kong to Germany cover with rare 7c rate, bearing postal fiscal 2c, plus two used 2c with B62 & 62B obliterator,from Jan 1 to Mar 1, the fourth UPU rate dropped to 7c to all UPU countries by all routings. Only 2 covers with B62 on 2c stamp duty were postally used in January 1891.
