Kofer hayeshuv was the fund for the security needs of the community that operated during the pre-state time. The fund operated by imposing taxes on the Jewish population, and by collecting donations. The indirect tax was imposed on public transportation, cigarettes, banks, insurance companies etc'. The stamps were the charge approval.
