Palestinian Authority - Israel phase-2 "no service" mail: 28-07-1999 cover ex HUWARAH to ARIEL Israel, franked using "Fils" denominated & overprinted PA franks - these accepted by Israeli mail transit authority (here J'LEM) as "Mils" denominated PA frankings forbidden; as addressee not at address, cv returned to sender. The ovpt'd franks were prepared by the JERICHO postmaster & distributed to various post offices for use.

1994-95 Israel-Jordan peace/postal boycott: 1-12-1994 "air male(sic)" ppc Peace handshake ex TLV to AMMAN written in Swedish (tongue-twister?), franked 1.40 NIS per FA-45 period letter rate to EU (unless overcharged at DO-75 period foreign pc rate of 1.05 NIS - both period ran 1-09-94 to 19-03-95) & tied by machine cancel; stamped "no service" using Hebrew TLV PO K-Type-T-VIII h/s, here applied because Wadi Ara peace treaty of 26-10-94 w/Jordan didn't initiate postal relations - these started 6 Feb. 1995, although some mail attempted sent.

Palestinian Authority - Israel 2nd Intifada "no service" mail: 19-03-2001 airmail cv ex TULKARM to KANTARA Egypt, franked 300 Fils & tied by local postmark, refused service by Israel, which handled PA mail abroad (as not member of UPU); returned to sender & stamped w/"protest" cachet by PA Ministry of Posts (Ramallah?) "We apologise for not being able to post this to Arab countries due to the Occupation Authority's refusal to allow it". Between Dec. 2000 and Mar. 2001 PA mail addressed abroad was not serviced by Israel. Ar. manuscript: "Mohamed Salem | Qantara, Sinai | 17--19 | Egypt"

Contemporary Arab-Israeli 'postkrieg' mail: 7-06-1994 ppc Old City J'lem ex JERUSALEM to RABAT Morocco written in French, franked 1 NIS at the DO-74 period rate & tied by machine cancel; probably sent by tourist unaware of lack of postal relations between Isr. & Mor. - here stamped "no service via Israel" using single-line Fr.-lang. TLV PO K-Type-T-IX.2 (this applied also to mail originating from Haifa & J'lem), and not processed - rare as less than 20 pieces known stamped such.

Palestinian Authority - Israel phase-2 "no service" mail: FEB 1996 reg. airmail cv ex ARRABA (Jenin) to BEACHWOOD (US) originally franked w/PA franks denominated in "Mils" - this contrary to phase-2 postal agreement (starting 8 Nov. 1995) whereby PA franking must be in "Fils"; as all PA mail is sent via Israel, this cv refused service & returned, where incorrect franks covered & tied by bilingual "Palestinian Authority postage paid" PA PO h/s; here cv re-franked at twice the rate using "Mils" obliterated "Fils" frank w/surcharge (possible penalty fee); b/s 21 FEB 1996 arr. Per Israeli post documents, main reason for invalid PA frankings used is that these were held by private individuals even after PA PO stopped issuing them. Rare example of genuine non-philatelic PA mail overseas.

Rare: less than 5 covers known stamped w/T-XII.1 & modern foreign-origin mail stamped such is rare.

MAIL & "EXCHANGE [unclear]" transits (i.e. surface dispatch as no airport as of 8-10-2000) & 24 APR 2004 [unclear] Arab country transit; b/s 24-05-2004 INTERNATIONAL EXCHANGE JORDAN (Aqaba seaport?) transit & 10-5-2004 MOSUL arr. Chadian postal boycott of Israel: 29-8-1980 airmail comm cv ex J'LEM to MOUSSORO Chad, franked 27.15L during new "Old Shekel" currency period (starting 22 Feb 1980 - here worth 2.715 IS) & tied by 2 strikes of TLV-27 pmk; at this time Chad under Libyan attack/occupation since 22 March (3rd Libyan incursion in Chadian-Libyan conflict/civil war, 1978-87), capital captured 16 Dec. - however Chad suspended relations w/Israel already Sept. 1972 (under Libyan influence), hence this correspondence odd (locale is home to 2nd presidential residence): here received & stamped twice "relations suspended | return to sender" using Fr.-lang h/s K-Type-I & returned undelivered. Only this example known of Chadian postal boycott, rare as from war/occupation period + Isr. currency change/inflationary postage rate.
