1924 5c-1b set of seven, prepared but not issued, dried gum as often, good colors, without toning, fine-v.f., listed in Scott's following No.69 (only 600 sets were forwarded to the Director General of Posts of Panama for transmission to the UPU, which then required about 400 sets. Only a small number appear to have reached the public) -
