1898 (ca.), I.P.O. tie-marks: on Japan 1888 Koban 10 S. ocre, a mint block of four stamped framed seriffed "I.P.O." in black. Pos. 1-2 is LH first mount, pos. 3-4 is MNH mint never hinged. Surviving mint foreign stamps with IPO tie-marks are very unusual, a block-4 is spectacular.
