Plus "T(ruk) 4.12.14 p.o." (April 4 1929), the civilian type introduced 1922, tied to 3 Sen Tazawa to reduced inland cover, as is. Two items.

Nanyo - South Sea Occupation / South Sea Mandated Islands: 1917, Ponape, POW mail to "Samuel" at POW camp Narashino/Japan. Red handwritten endorsement "POW mail" (free of charge privilege), postmarked "Ponape 6.9.28 Navy Mail Agency" (Sept. 28, 1917) and arrival Sakura Oct. 27. Kenetsuzumi in vermilion (2) and violet, also han of censor Tanaka.
"Samuel" was Joseph Samuel, also known after his village "Nanpon Samuel" or from "Ponape-U".
He was one of three natives working at the Tsingtau wharf which joined their german superiors as POW in November 1914 despite having been offered to return home. The other ones were Joseph Georg (Isolap Georg) and Wilhelm Eslei Helgen (Helgan). Recorded POW covers to our trio are to Georg (5), Samuel (1, pmkd. Ponape 6.9.28 and pictured in "Vorläufer" No. 37) and Georg (1). The extant cover adds one to Samuel, now total two. Great rarity.
